Each round, a different player takes on the role of mayor. His or her mission: secretly connect 3 new locations to the sites marked by 3 building blocks.
The twist? The other players then swap places with each other, trying to make the same choices. Harmony is the only way to validate the mayor's decisions and expand the city!
